PERL language has no official multi line comments. If some block of code needs to be temporarily commented out, I have to add # to beginning of every line. Single edit command which adds # for every line I have selected would help. Also opposite command which removes first starting # from every selected line would be appreciated.

This has already been resolved by the developer, although its not in a stable release yet. See https://code.google.com/p/pnotepad/issues/detail?id=440&can=1, just update your perl.scheme file per the difference in the revision info in that bug report.
