I am a complete noob for these things and I need someone to elaborate the build instructions.

An example that I'd like to have elaborated is:

Get WTL (head from subversion: svn co https://wtl.svn.sourceforge.net/svnroot/wtl/trunk/wtl wtl)

WTL is a library. It stands for windows template library. It is a C++ library for developing Windows applications and UI components.
