utils.rb should require stringio.

This wasn't just for ruby 1.9 for me. ruby 1.8.6 (2007-09-24 patchlevel 111) [x86_64-linux] on Ubuntu Hardy also had the same issue.

passenger 2.2.5 was installed via the BrightBox github repo. git://github.com/johnl/deb-passenger.git
