extended PGN comments like [%tag "parameter ] containing a closed square bracked"] might fail parsing

pgn4web supports extended PGN comments as defined here:
http://pgn4web.googlecode.com/svn/wiki/pgn-standard-proposed-supplement.txt

however, the standards allows for the closed squared bracket to appear as string delimited parameter value in the extended command, like this:
[%tag "parameter ] containing a closed square bracked"]

in this case pgn4web might fail parsing correctly the extended command parameter value

this would not be very hard to fix, however extended commands are rarely used beyond providing clock information; I'll fix it as soon as I see a real life PGN file where this issue occurrs
