Create an upgrade script that runs if cm-header detects that the database
is out of sync (version stored in cm_settings table). Based on the version
number, open and run the *.sql file related to bringing the database up to
spec with the version downloaded. As we get closer to a 1.0 release, the
database should not need major updates with every version other than speed
enhancements.
