Details

Move all of the public PHP template files into the Smarty framework. Added
bonus if we can get the engine to detect the presence of a "local" folder
so that users can avoid modifying the version controlled code.

Commits 27-29 brings Smarty (smarty.php.net) in as our framework engine. If you care
to give it a test, just use Subversion to grab a snapshot of the latest version in
the trunk.
