========
Create a basic install script that will run if a config.php file is not
detected in the public or site administrator. The goal is to load the
default database with user-entered values and create the config.php file.
If a config file is loaded, check against stored database file version in
'settings' table to determine if database is current.

Installation script checked in with revision 34. There is a bug in the config file
writer (./INSTALL/cm-config.php) that is keeping it from writing the new values out
to the config file. As a workaround, manually create your config.php file (not a
difficult undertaking). Before packaging, it would also be a nice gesture to thank
the WordPress folks for providing an excellent framework for creating the file and
writing a dead-simple installer.
