Add ability to delete an item from the Submitted Article Manager. Function
would need to be granted as an access item to prevent accidental deletions
by non-authorized staff members.

* Add delete button to the Submitted Article browser and on the main page.
* Add as a permission schema under the user access manager.
* Perform security audit to make sure only authorized users can make changes.
