hyperdrive available via production in spite of trait pre-hyperdrive and still unresearched #747

Hyperdrive v1 can be produced and used in spite of still being unresearched in 
skirmish mode after selecting the pre-hyperdrive trait. Situation is visible in 
attached save.

I can't reproduce the issue with the 0.96. The only thing I found is that 
HyperDrive 1 appears in quick production, but clicking on it does nothing.
