If the player goes into a trade agreement, the Trader fleets should travel to 
the alien planets.

In addition, the relation record should hold flags for this trade agreement. 
Not sure if the original game let an agreement succeed only once or multiple 
times?

in original game, i remember that traders don´t appear at admiral and great 
admiral level... but in your IG game, if the traders appear and could give a 
news game properties, it could be better

what news properties?? more trade income for alien race with trade agreement 
and for your galactic empire..., that you could sell to the alien weapons, 
equipment, ships... i don´t know :S
