Alien technologies might not be properly enabled.

To verify it, start the freeplay campaign, hit CTRL+V on the starmap, select an 
alien planet, then hit CTRL+P to switch to them. Now check the Inventions tab.

The issue goes around mostly of Medium, Heavy tanks and Rocket sled 1-2s not 
uniformly available.

Colonization is tied to lab requirements of technologies, i.e., AI colonizes a 
planet if research would need additional labs, however, AI is limited to a 
certain number of colonizations. Check that each race has such an unreachable 
technology, except the Garthogs.

Enabled Medium tank and Rocket Launcher for everyone. Enabled few levels of 
tech for both FreeNations, FreeTraders.
