Open Broadcast Encoder Realtime 0.1 Beta

OBE-RT is now ready for long-term testing in an IPTV lab or production environment. The 0.1 branch will be focused towards IPTV applications. Future releases will focus on ASI output as well as low-latency contribution applications.
