if the header contains

namespace-id-rule: $sequence(7,0,9999999)$ 

the xml header contains

xmlns:namespace-id-rule="http://www.geneontology.org/formats/oboInOwl#namespace-
id-rule * "

which is invalid. Looks like there is a problematic generic translation of 
header info
