Before you get there ... Why --

One: Wordpress is good and demonstrates that if you seperate design from content you've got an interesting product. Most CMS's are too tightly tied into their presentation layer.

Two: Google App Engine is a very good place to host a website, even if the presentation doesn't take full advantage of the programmatic bits, it's going to make it easier to have integration with other Google products.
