Text formatting should always use "." as decimal separator #21

Currently in some situations we use the culture-sensitive decimal separator for 
fractions of seconds; it looks like we should always use . based on the BCL, 
Java standard library and Joda Time behaviour.

Fixed in revision f2220bbbed23.

It's annoying and I'm still not convinced that using "." is really "right"... 
but it's probably better to follow the crowd here.
