Toolbar button - preferences causing other changes to be lost on toolbar

FF4b8pre
if other changes are made on toolbar (e.g. new buttons added) and then
JumpStart's toolbar button is enabled/disabled - it causes other changes to be
lost

This is ultimately due to JumpStart toolbar button add/remove not being handled
properly

This was a weird one. Issue was caused by the following line:
typeof(gBrowser) == "undefined"
I spent hours tracking it down - it's crazy that the line has nothing to do
with toolbar
