How to initial import these localization files from mozilla hg repo.

If you mean importing existing translations from Mercurial, go to the project 
import page, choose Mercurial as source for translations fill in for example 
http://hg.mozilla.org/releases/l10n/mozilla-aurora/ro and that's it; default 
options will do.

If you mean just having texts to translate, running an import on those language 
with the default options will do. This will happen nightly too.
