Needing to re-approve translations that have only one alternative #268

What steps will reproduce the problem?
1.  Example: 
http://a.maimult.ro/lmo/translate.php?l=sr&p=28&f=all%20files&t=2&s=&o=&h=1&m=10
&i=4#i8247936

The string above was marked as unapproved, though it is the only suggestion for 
that particular translation, and I distinctly remember approving it.

Similarly, there are about 10% of strings that I have to approve over and over 
again.  Why is it so?

Here's another example: why does the following translation need approval again:

&i=2#i8932686

(1) it has been translated for a while.

(2) it has only one alternative.

(3) I believe that the alternative has been approved in previous translation 
versions.
