French exists, but is inactive because nobody uses it. It can be made active 
whenever someone decides to use it. Not sure what to do here.

So this can be fixed by enabling the language. But doing that would just be 
useless uneless someone is really using it for french.

Maybe if we were keeping in sync Narro with Mercurial for all locales that 
would work, but for that to work we really need a more powerful machine to hold 
120+ languages.
