There might be problem because CP932.TXT doesn't have the rule concerning
the re-distribution either.

I think the license is obsolete.
"UNICODE, INC. DATA FILES AND SOFTWARE" are released under BSD-like license.
http://www.unicode.org/copyright.html
IMHO, the Unicode Consortium will not complain about it.

Hi,
The license for unicode.org things was later modified to allow redistribution
(per http://www.unicode.org/copyright.html), but the headers were never updated
by unicode. As they are not our headers to change, we have not changed them.
There are numerous opensource projects distributing these headers for many
years (including TCL, XFree86, x.org, Debian, etc), and nobody has received any
complaints.
