Monticello importer presents an empty list when no packages are available #331

What steps will reproduce the problem?
1.Try to import monticello package in a beta 4.0 in which no monticello file is in
the package-
cache folder
2.you obtain a non-user friendly window
3.

What is the expected output? What do you see instead?
I would like to see that no package is available, and not an empty list.
