This project is in a pre Alpha dev stage! A lot of the documentation will refere to features yet to be coded.
The idea is fairly simple. Make a python web proxy (transcoder - call it what you will) which allows users to browse the web through any popular modern web browser, but also to use, create and possibly even vote on global, and site specific mods to those sites they visit. These mods would result in layered (mashed) services being dynamically layed on top of, or even replacing the original service/site. Think server-side, browser agnostic GreaseMonkey
Modding agenda categories could be community based, and, if you really want, be referred to as 'nations'.
Where possible the APIs offered by 'target service' will be used to improve robustness.
