This tool does not exist. It will analyze system variables and status variables. It might have a set of rules or advisors, and the ability to alert, be consumable by Nagios, or take actions based on conditions.

This is a specialization of the general (and generally not very useful or intelligent) functionality implemented in every tuning script or monitoring tool on the planet. Most such tools are built by people who think counter ratios are the last word in performance analysis.

There is a great deal of half-finished work on this in trunk/mk-audit/TODO and in some Percona customer issues, such as Percona issues 2225 and 1546.

The roadmap is

• Extract and collate all the ideas and half-finished work, and write a spec.
