The drawing of the oxygen atom's lewis dot structure is incorrect. The electron configuration of the outer shell has two paired electrons in the s orbital and one paired and 2 unpaired in the p orbital. There should be two paired electrons and two unpaired. Paired electrons are not available for bonding.
