There is a useful PHING build file located PHING build files for automating the basic creation of a PEAR channel.

3b.PHING build file for PEAR package

I have also developed a PHING build file for automating the release of PEAR packages. An example build file can be found HERE. To use this build file, one must install the peartools & phingtools packages from this PEAR channel.
