test\rules-rebuild\gyptest-*.py verifies that rules rebuild correctly when inputs change. The
tests fail for the MSVS generator; example error output appended below.
Issue 94 was tracking a problem with this behavior in Xcode. So that TVL can check in that fix,
I'm landing the CL that adds test\rules-rebuild, but skipping it for msvs with a TODO on this
issue.
