I am a fairly competent writer and believe I would like to do this task. However, before I claim it I would like to
know if I would need to have used Joomla! and if I would need to have some knowledge of coding or the
development process.

I have neither of these but I am a fast learner. Sorry if either or both of these questions is dumb

also I use Apple's OS X (10.4)

is Joomla! mac compatible and does it need to be for me to complete this?

You definitely will need to have a Joomla! install. You should be able to do it
locally. There are instructions in the wiki--click the tab above.
