Issue summary:

Posts submitted via the Google Data Blogger API are set to allow 
comments, even if the customer has selected  "New Posts Do Not Have 
Comments" in the Settings -> Comments area of their blog configuration.

Steps to reproduce issue:

1. Change the Settings -> Comments ->  Comments Default For Posts 
setting to "New Posts Do Not Have Comments".

2. Write a new post in the web interface to Blogger, confirming that the 
new post defaults to comments disallowed, and stays that way after 
posting.

3. Write a new post via the Data API, using a client application such as 
MarsEdit for the Mac: http://www.red-sweater.com/marsedit/

Expected output:

I expected that the new post from the Data API would receive the same 
defaults as a new post from the web interface.

Actual results:

The new post from the Data API is set to allow comments, even though the 
blog default setting is to disallow comments.

Notes:

Since the API doesn't provide access for developers to select one or the 
other value for this setting, it's especially important that the user's defaults  
be applied on their behalf.

I suspect that the root cause of this is that the "default" setting is only used 
to initialize the switch in the Blogger web editor UI.  It would be great to 
extend this to the Blogger Data API's generation of a post as well.

This morning I went to post a new photo and comment on my blog page using photos 
through Picasa.  The page that came up said that I do not have a blog page and then 
had the directions on how to create a new blog.  My blog is Snap-Smith.  A number of 
my photos are on my blog.  My address is http://donnassnap-snap.blogspot.com/  I 
don't think this is my problem and don't know where to go from here, other than to 
just close down my blog and start another one elsewhere, like Flikr.  Can you help?
