Currently the GBIF EML profile stores the tile and URL of a machine readable licence in one field, e.g., "OGLC 2.0, http://data.gc.ca/eng/open-government-licence-canada". There is a case for separating these for easier processing. This can be done using the ulink [1] element which contains an element (citetitle) that could be used for the licence title and an attribute (url) for the URL of the licence.
