Issue 4893: CSS panel doesn't display contents of CSS file after reload

What steps will reproduce the problem?
1. Open Firebug for the test case of  issue 4886 
2. Switch to the CSS panel
3. Reload the page

=> The CSS panel claims "There are no rules. You can create a rule." instead of showing the contents of testcase.css.

Good point. The logic is there actually three times (for every CSS panel).
So, I introduced a 'LoadHandler' at:

Is there a way to avoid waiting for images? It seems like it could make Firebug seem rather slow.

Agree. My hope was reacting to "load" on window would make it faster, though the opposite is the case.

I think https://bugzil.la/185236 describes a better approach. I.e. we should react to the "load" event fired by the selected stylesheet.

This issue has been fixed in Firebug 1.12 alpha 4
