What steps will reproduce the problem?
1. Open several tabs in Firefox. Set Firebug to always open in a new window.
2. In one tab, open Firebug (using right click, inspect element)
3. Close the FB window (using red X or Ctrl+W).
4. Switch to another tab, then back to the first tab.

What is the expected output? What do you see instead?
The FB window opens unexpectedly. I closed (minimised) FB before, I don't
expect it to appear again. The bug only occurs when using "always open in a
new window". If FB is "inline" then it doesn't pop up after minimising.

Please use labels and text to provide additional information.

I am unable to reproduce this with Firebug 1.5Xa20. Does it still occur for you on 1.4.2?

Yes, still occurs on 1.4.2. Though since you changed the title are you talking about a 
separate issue now? I've tested two things:

1. The steps I posted above. The FB window still opens unexpectedly when switching 
tabs, after I've minimised it.

2. The new title - inspecting an element again after the window is minimised (no tab 
switching). I minimise FB, use right-click, inspect element again but the FB window 
does not appear.

I didn't see a version a27 so I tried both a26 and b3. The second issue above appears
to be fixed - if I close the Firebug window (by clicking the red X in Windows) then
do "right-click > Inspect element", the Firebug window does appear again.

However the issue that I reported still occurs. Close the window by clicking the X,
then either switch to a different tab and back or simply click a link on the current
page to load a new page. The window reappears unexpectedly.

I don't know if that is intended, but to me if you close the window (to "minimize"
Firebug) then it should keep popping up every time you load a new page. As previously
stated this only happens if you have the option "Always open in new window" on. If
Firebug is attached, and you minimise it, then the problem doesn't happen.

Yes, this is fixed now.

BTW my previous comment, "then it should keep popping up every time" was supposed to
read "then it should NOT keep popping up every time". I'm sure you realized that,
otherwise I would be totally contradicting myself ;)
