The complete set of 12 animals is already in the Emoji proposal, it just
needs to be put into the correct order.

We looked at this, and this is not part of a series: we are going to make it 
just a
DRAGON symbol.

Actually, rooster is not in the emoji proposal. Also note, except for the 
dragon, none of the other animals in the 
proposal that happen to overlap with zodiac animals have Japanese names that 
use the special character that 
would be used for their function as zodiac symbols.

Right. But Kat pointed out that we can't take the Japanese as gospel (so to 
speak).
That is, might just be an interpretation of the character. This was not part of 
a
set, so there didn't seem a good reason not to make it just the generic DRAGON.
