What steps will reproduce the problem?

1. Enable LAYER_BORDERS 
2. Register an event listener for the globe (e.g mouse down, click, etc)
3. Click directly on a Capital (star) or city/town (circle) 

What is the expected output or behavior? What do you see instead?
Expected the action to bubble through and the globe event to fire as 
normal. No events are fired for the globe at all. 

Which plug-in version are you using?

Which browsers and operating systems are affected?
Windows XP SP3
FF2 & IE7
