The .NET platform makes adding DH-SHA512 and beyond very, very easy.  Even
though no one else supports it yet, we can add support for it so that
inter-DNOI associations are higher security, and to give a target for other
libraries to reach for.

Fixed.  RP behavior is to still just request SHA256 associations to optimize for
other OPs.  But OP behavior is to issue itself SHA512 associations for dumb mode
clients, and it will issue SHA512 and SHA384 associations when RPs request them.
