Each track should have a relative weight which determines how likely it is
to be selected when a track is picked at random.  I have a design in mind
for this cooked up with MDW.

This bug is independent of questions of how the weights are set.

As of disorder.dev revno 611 this also has UI and documentation.  It will be in 3.1
(or whatever the next release is actually called.)
