What steps will reproduce the problem?
1. Fresh install of WP 3.0.3 and OpenID 3.3.3
2. Settings > General > "New accounts can only be created with verified 
OpenIDs" enabled.
3. Attempt to register a new user

What is the expected output? What do you see instead?
Expected output is hidden "Username" and "Email" fields, as well as the "A 
password will be e-mailed to you." statement. However, all of these show up 
along with the OpenID field. 

Viewing the plugin code and page source, jQuery is called to hide the fields. 
However, wp-register.php doesn't load the jQuery.js file, and thus can't 
execute the jQuery calls.

What version of the product are you using? On what operating system?
Open ID 3.3.3, DreamHost (LAMP)
