I can confirm this in my own implementation. Existing Open_IDs will work to
log in. Tested by removing one of my existing Open_IDs from "Your Open_IDs"
then attempted to use it to log in which produced the error above.
Open_ID 3.3.2
XRDS-Simple 1.0

Some investigative work here:
http://wordpress.org/support/topic/openid-throws-catchable-fatal-error-in-wp-30-
for-new-users?replies=9#post-1789238
led to empty email address in wp_user table as possible problem.
I removed all users that had no posts, enabled:
Open_ID 3.3.3
XRDS-Simple 1.0
and new user creation with OpenID is now working as expected.

You can remove all users with empty email addresses from the wp_user table.
Then it will let one more openID user without an email address register, and
then it will start throwing the error again.
See https://core.trac.wordpress.org/ticket/14834#comment:3 for a fix.
