What steps will reproduce the problem?
1. Enable OpenID plugin in wordpress 2.8
2. The Dashboard page does not generate properly (see image below).
3. Disabling OpenID immediately solves the problem.

What is the expected output? What do you see instead?
I expect the standard right column to appear in the Wordpress Dashboard.

What version of the product are you using? On what operating system?
Wordpress 2.8, OpenID 3.2.2, the problem is identical on Windows Firefox,
Internet Explorer 8, Mac Firefox, Mac Safari.

Please provide any additional information below.
After updating all the blogs I administer to Wordpress 2.8, I noticed only
one that showed a broken Dashboard page. I disabled all plugins and the
problem dissappeared. I then went through, one by one, and identified
OpenID as the plugin that is causing this issue.

See the attached screenshot.

Apart from this, all other functions of the site work. Also, I've only
noticed this behavior on the Wordpress Dashboard. When I navigate to other
sections of the WP-admin, the problem is gone. (The footer appears, the
"Screen Options" becomes clickable, etc).

For now I've disabled the OpenID plugin.

I can't imagine how the OpenID plugin could be causing this problem... it
doesn't do anything with the
dashboard. You mentioned activating plugins one by one to find the culprit...
Perhaps you have another plugin
that is trying to call private functions within the openid plugin? Have you
tried activating ONLY the OpenID
plugin to see if you still have the same problem?
