I think that when new terms get added to DwC they need to routinely get stuck in the correct places in Tables 3.4, 3.5, 3.7, or 3.8, if applicable. In the case of the terms added in Decision-2015-03-19_18, I would recommend:
parentEventID: N/A, it's an "ID" term.
sampleSizeValue and organismQuantity: table 3.4, third section for values expected to be datatyped as numeric
sampleSizeUnit and organismQuantityType: table 3.7, fourth section for values expected to be from a controlled vocabulary (if there is one)
