dart2js shouldn't throw strings #9917

My understanding is that this is a temporary limitation in dart:async. On the other hand, dart2js shouldn't be throwing exceptions in general. It should report an internal error. |
I don't know of any immediate plans to lift this limitation in general. |

As of r21498, thrown strings no longer have stack traces attached to them in async code. dart2js throws some strings, which should be migrated to some non-primitive object.
