isolate/global_error_handler_test

I have seen flakes on Windows, FF with global_error_handler_test.
Currently dart2js doesn't even implement the functionality that would make it work, and it is surprising that the tests can sometimes succeed.
Since the test doesn't do any good I'm marking it as flaky in the status-file.
This bug should serve as a reminder that we need to reenable the test.
