Similar to Issue #5972.

The generated JS contains a block of initializations for all the static variables. Included in this block is initializations for static const members that have no references.

Unused named constants account for about 1% of the size of swarm.

e.g.

class _JsonParser {
  static const int BACKSPACE = 8;
-->
$._JsonParser_BACKSPACE = 8;
