Same root cause as issue #20716.

Marked this as being blocked by #20716.

Also broken with down arrow. If you down arrow on the LHS of a period, it jumps to the RHS not to the line below

Marking as high as it makes using the editing UI pretty aggravating.

Removed Priority-Unassigned label.
