Since we're going to start using a convention where a leading "_" denotes a private package, we should document this and explain what it means.

Sharon, this is a tracking bug since we still need to implement this in pub first (#­20581). Once this is ready, we'll give you some more details. :)

Docs bugs don't live here anymore.

I didn't file a parallel bug on github because I don't think there's consensus on what the semantics of private packages are. I think it's enough for pub to allow names to start with "_" and leave it at that.
