We'd like to include support for providing a Dart API for events (especially CustomEvents), as a way to improve our interop story. This would be similar to how today we allow providing a Dart type for custom elements declared in Javascript.

Not sure if we should allow extending from Events though.

This bug will probably require changes in dart2js and Dartium too. While this is important, the change is not blocking for Milestone 1.6.
