Allow specifying an introduction file other than the package readme for documenting single packages #16999

The package README may be appropriate for other uses (e.g. github) but not work for dartdoc purposes. For example, it might use images, which our markdown doesn't support. It would probably be reasonable to use the value from --introduction as the README for the start page.
