dart2dart does not handle const map literals #12794

The tests

  language/const_var_test.dart
  language/map_literal3_test.dart

Fails.

If the lines

  const <String, int>{};
  const <String, num>{"floyd": 100};

are removed from the tests they pass.

The related dart2js issue is issue #12793.
