Feedback from users indicates that the 80MB preferred partition is too
beefy for some Extension-rich 128MB systems. Knock this down to 70MB for 9.0.4.

This will be affected by the JavaScript upgrade for 9.0.4 due to the size of the
runtime. 1.8.0.x, for example, wants 64MB! We might start smaller, maybe around 16.

The new JS arena runtime is now 8MB, which seems to help performance a bit. The base
memory for apprunner will now be around 44MB to see if this helps ease it into 64MB
systems a bit easier. Leaving this bug open in case I need to reduce it again.

whoops, that's 38MB. base was 40. MCP settings now 38912/81920K
