What steps will reproduce the problem?
1. Click on the URL bar (or anywhere not in the actual webpage)
2. Tab until you are in the webpage
3. Press the context menu key (Shift-F10)

What is the expected result?
The context menu should appear.

What happens instead?
Nothing.

Please provide any additional information below.
As soon as you click anywhere on the page, the context menu key will work, even after tabbing through the page.

If you click in the webpage with the mouse first, the context menu key does work. The problem is only if you try to press the key without clicking first.

This does not seem to reproduce on Windows, just Linux so far.

Also double-click (i.e. a click into the page is actually involved) to select a word and then pressing the key does not work properly.

I get lots of interesting failures:

1. In this field, with xp+18, SHIFT+F10 does NOT bring up the context menu.
2. In this field, with xp+18, the Windows Context Menu (WCM) button (no clue about it's real name) does bring up the context menu.
3. In this field, with W7+17.0.963.46, SHIFT+F10 does bring up the context menu.

In GDocs:
4. W7+17: SHIFT+F10 Does bring up a standard context menu, but not the Docs context menu.
5. W7+17: WCM button Does bring up a standard context menu, but not the Docs context menu.
6. xp+18: SHIFT+F10 Does NOT bring up a context menu.
7. xp+18: WCM button Does bring up a standard context menu, but not the Docs context menu.

GMail - new mail:
4. W7+17: SHIFT+F10 Does bring up (windows?) context menu - The same as right click.
5. W7+17: WCM button Does bring up (windows?) context menu - The same as right click.
6. xp+18: SHIFT+F10 Does NOT bring up a context menu.
7. xp+18: WCM button Does bring up (windows?) context menu - The same as right click.
