Issue 8372: Background paint issues with Task manager/B'Manager in maximized mode.

Build: 2.0.168.0 (Developer Build 10885)
I'm sure, we had similar issue with browsed window in Vista Aero enabled.

-Bring up Chrome Task Manager.
-Maximize the Task manager.

You can notice background is covered by black background.

Rather than enter another issue for this, the same problem exists when the Bookmark 
Manager window is maximized.  In Windows XP, around the edges when maximized, I get a 
resize mouse pointer.  I also get some discoloration around the edges, which also do 
not appear to be flush against the borders of the desktop which goes against the 
notion of maximized.

Yup!. same issue even with B'Manager too.
